With the rapid growth of connected photovoltaic systems in Medium Voltage ARERA has updated the rules to ensure safer and more collaborative management of the electricity grid. Already with the Resolution 385/2025 the obligation to install a Central Plant Controller (CCI) on all systems ≥ 100 kW. The CCI allows the systems to respond to the commands of the network operator via the function PF2 , ensuring the so-called Collaborative Plant Behavior . With the Resolution 564/2025 , published on 23 December 2025, ARERA updated the deadlines, redefined the concept of existing plant and introduced changes to the financial contributions for plants under 1 MW. Let's look at the details together: What is the CCI and what is the PF2 for? The CCI It is the "brain" of the system: it puts the system in continuous communication with the DSO , allowing you to: Stabilize the network , even in the case of high production from renewable sources; Adjust the power input : with PF2 the distributor can modulate production down to zero if necessary; Manage emergencies quickly, avoiding blackouts or surges; Carry out controlled detachments , protecting the plant and the network. In practice, thanks to the CCI, the plant actively collaborates with the electricity grid, improving safety and operational continuity. For whom is the adjustment expected? The obligation concerns all systems ≥ 100 kW in MT, both new That existing . Existing systems : connection application submitted by the key dates (100–500 kW by 31 October 2025; ≥ 500 kW by 6 August 2025). New systems : must comply immediately in order to be able to enter into operation. Main deadlines The grants reward those who intervene early and help cover part of the costs of compliance. Consequences of failure to comply Suspension or loss of GSE incentives; Impossibility of connection for new systems; ARERA sanctions; Operational limitations or disconnection of the system from the grid.
